"We have a dashboard" isn't the same as meeting the requirement. ISO 9001:2015 Clause 9.1 requires organisations to determine what needs monitoring, measuring, analysing and evaluating, and how the results will be used. If your KPIs don't drive action, the requirement isn't really being met.
